U20018 AS IS Icom IC-756 Pro II No Transmit

This in an AS-IS ICOM IC-756 Pro II. The speaker comes on when plugged in, but the screen remains off and the radio does not transmit. The power cord is stuck in the power socket and will not remove. The antenna tuner port is loose. The case has some dust, but is in good condition. The text is in good condition and readable. All the buttons and knobs are on the radio and appear to function. i.e. they press and turn as they should.  Unit has power cord and microphone.
